This Privacy Statement explains how personal information is handled when you use the ARC Portal (accessible via designated web links and subdomains), a technology platform operated by Digital Stock on behalf of Electricity Distribution Businesses ("EDBs" or "network operators").

1. Our Role: Processing Data on Behalf of EDBs

The ARC Portal allows members of the public, contractors, and landholders to submit job requests, network applications, and specialised forms directly to their local EDB.

Under the New Zealand Privacy Act 2020, your legal relationship regarding the information you submit is directly with the EDB:

  • The EDB is the Primary Agency: The EDB determines what information is requested, why it is needed, and how it will be used. The EDB controls the ARC platform environment for their network and is the agency legally responsible for your personal information.
  • Digital Stock is the Service Provider (Agent): Digital Stock provides, hosts, and maintains the ARC software platform under direct contract with the EDB. We act strictly as an agent on behalf of the EDB and under their instruction. We do not use your submitted information for our own independent commercial purposes.
Important: Because the EDB holds and controls your submitted form data, this privacy statement should be read alongside the Privacy Policy of the specific EDB you are interacting with. A link to the EDB's privacy policy is located in the footer of the portal.

2. How Your Information Is Handled

We process personal information through the ARC Portal using the following technical mechanisms:

A. Form and Job Submissions

When you submit a form, application, or job request, your information, including any uploaded file attachments, is delivered directly to the EDB's system.

  • Activity Logs and Error Reports: Like most online services, the platform keeps records of activity and errors for a limited time so problems can be fixed and misuse detected. These records can include parts of the information you submitted.
  • Application Tracking: If you receive a tracking link or code to check the status of your request, anyone with access to that specific link or code can view the live progress and status details fetched directly from the system. Keep your tracking link private.

B. "Remember My Answer" (Saved Details)

To save you time on future forms, an EDB may configure certain fields in their forms (such as your name or contact details) to remember your answers.

When you complete these fields, the values are saved directly on your own device within your web browser’s local storage. They are not stored on Digital Stock's servers. Because of web browser security rules, these saved answers are strictly isolated to that specific EDB's web address and cannot be accessed by or transferred to other network operators. Saved answers stay in your browser until you clear them, so clear them if you use a shared computer.

C. Technical Information

To maintain system security, troubleshoot errors, and keep the platform running smoothly, Digital Stock collects basic operational details during your visit. This includes your IP address and browser type, the web pages you request, and error reports generated during system faults.

3. Sharing and Overseas Data Transfers

Digital Stock handles information processed through the ARC Portal strictly as follows:

  • To the EDB: All form responses, job requests, and uploaded documents are delivered directly to the EDB hosting the form.
  • Infrastructure and Cloud Service Providers: We utilise secure cloud hosting infrastructure and technical service providers to operate, monitor, and safeguard the platform.
  • Overseas Data Transfers: Some of our service providers, such as our error-reporting service, store information outside New Zealand, including in Australia and the United States. This can include parts of the information you submitted. We make sure they protect it to a standard comparable to New Zealand law.
  • No Commercial Use: Digital Stock will never sell, trade, rent, or use information submitted through the ARC Portal for our own marketing, cross-client profiling, or advertising purposes.

4. Security Safeguards

We maintain administrative and technical protections designed to safeguard the platform:

  • Encryption: All communication between your device, the ARC Portal, and underlying platform services is encrypted in transit using modern internet encryption standards (TLS/HTTPS).
  • Domain and Tenant Separation: Each EDB's portal interface operates on its own distinct web subdomain, providing logical separation of form sessions and client-side browser storage.
  • Access Control: Technical access to software infrastructure and administrative logs is restricted to authorised personnel using multi-factor authentication and role-based access controls.

5. Accessing, Correcting, or Deleting Your Information

Under the New Zealand Privacy Act 2020, you have rights to request access to and correction of your personal information:

  • For Submitted Forms and Applications: Because the EDB holds and controls your form responses and job records, you must contact the relevant EDB directly to request access to, or correction of, any information submitted through the portal.
  • For Saved Browser Details: You can clear or update your "Remember My Answer" details at any time by clearing your browser’s cache or local storage, or by editing the fields directly on your next submission.
  • For Technical Logs: If you have questions regarding technical diagnostic data or logs processed by Digital Stock, you may contact our Privacy Officer.
